1999 Chevy Tahoe Vehicle stalled, Will not restart

As far as the chirping, can you isolate it?Maybe a belt or tensioner?Low fuel pressure will not cause chirping but will cause low power.I would also take an exhaust back pressure test or disconnect the exhaust at the manifold and drive it to see if it has power. Scan for codes. If all this tests fine then it might be mechinical problem, maybe do a compression test, if its knocking could be an internal problem or even a bad knock sensor. Check the spark plugs to see if there fouled, which could indicate a fuel problem. Post back with what you find.
