If you can run it off of starter fluid, obviously it has compression and is getting spark. The ECM controls the grounding of the injectors individually, and they are all supplied power from the PCM 1(fuse 28) in the underhood fuse block. First would be to check the fuse. Locate connector C104, it should come from the fuel rail, and have at least 8 pins. The pink wire pin A should have 12 volts if the fuse is good, it is hot in run/start. You may even find the connector is disconnected, or a pin folded over. I would not think you should have had to perform any relearn if the PCM is the same that was in the vehicle.
