Hello and thanks for your question!
First of all, make sure the new motor has oil in it, and turn it over by hand and make sure there is not any unreasonable resistance.
Second, it is not uncommon for new starter motors to be duds. As simple as it can be, I would bench test the starter or just swap it out if you still have the receipt.
You mentioned grounds are good, but have you tried jumping the starter? Could be a loose hot wire instead of a ground.
