2002 Toyota Pickup Why?

I have a 02 Toyota Tacoma Double cab. I brought the truck 4 years ago from the huricane karina in louisanna, the truck was flooded complete, I changed the piston ring, and cleaning the heads. And started then one day I didn't want to start and it took a while for it to start, when its hot it starts right alway but when cold it does not start what is it please help

You need to test it when the problem is happening. Fuel pressure should be checked and spark should be checked for a start. Something is going to be out of spec and give a clue.

There may be a case of a coolant temp sensor that is giving bad data to the PCM causing too rich of a condition.

Checking for codes in the history may be helpful.
