The return or ground is the ECM. If you had the black lead in the connector and read the voltage you posted, then it is good.

Okay, I am confused.

Can you retest the voltage as I suggested?

Do you have 12 volts to the connector on terminal C or the light green wire?

Also, put your voltmeter leads in the connector. Red lead to C and black lead to B or the yellow-black. Tell me the voltage. It should be battery voltage with the key on.

The-0.06 is being displayed with red connected to C and black connected to B. If I remove red and touch positive terminal I get 7v@ B yet C remains the same when touching -terminal.
Is this being done without ecm being connected.

Why? You must have the ECM connected. That is where the power comes from.

The readings you previously posted were with it disconnected according to you.

I did not state that I was clarifying that you weren't requesting it to be unplugged to gain access to the connector hence "is this to be done without ECM connected".

As I stated earlier, the ECM must be hooked up and the key in the on position.

I also stated that I performed the test that way. So we have 0.06 @ C. What's next?

What is the voltage on A and C with the ECM hooked up and the key on?

C is the return to the ECM.
