1995 Nissan Truck no start

1995 Nissan Truck 4 cyl Four Wheel Drive Manual

I just short blocked a nissan 2.4L. I have 175psi comp. Each cylinder, 40psi fuel pressure to the regulator and good spark, but it will not start. One thing I did notice is the tach is not moving during crank. Could this be along the lines of whats wrong? Any suggestions?

There is a new timming chain, guides, and tensioner. When first put together it ran for about 10 minutes and then turned off like someone turning off the key.

I will check both tonight. I found diags on how to check the cam sensor and eccs relay but could not find anything to locate the eccs relay, can you tell me where it is? Should it be labeled? There is a blue relay right by the ignition coil, is that it?

Terminal d on sensor in dist is erratic. I am checking with nissan for the part today and will let you know.
