Broken Bolt

I have a 2000 Jeep Wrangler, with 85000 mi on a 4cyl engine. I was installing a set of side steps and when removing oen of the bolts between the frame and body it snapped off. What is the best way to get the remaining 2/3 of the bolt out of the body mount?

Don't you hate when that happens.
Did the bolt turn at all or is it frozen in place?
Is any of it exposed, enough to get a pair of locking pliers or a stud remover on?
You can also cut a groove into it with a dremmel tool and cutoff wheel and try a screwdriver.
Be sure to soak it overnight with PJblaster what ever you try.
