1999 Jeep Cherokee Cold Weather Starting Problems

When the weather is very cold, (less than 20F) the car will start, but will not run at idle. It dies when the RPMs drop below 1500. If I keep it revved up, it eventually warms up and will idle. It seems as though some linkage or valve may be frozen shut.

Also, unrelated (?) To the above, when it is hot, accelerating from a stop, in DRIVE, the engine seems to make a "fluttering" sound, and seems to have very little power. If I take my foot off the accelerator and then reapply it, it goes away and then accellerates as normal. Is this the transmission?

Hi prob#1 iac motor this is an idle sensor that controls the idle.
Prob#2 this could be a trans prob. But not likely. It is more likely to be a fuel system prob. Possibly fuel filter good luck billymac
