I have to be honest, one of two things is happening. Since the green flasher inside flashes double time, that tells me there is an open circuit to that bulb. Now, you replaced the bulb. Are you certain that it was the correct bulb type? Next, the socket itself may be bad. What I need you to do is check the socket. If I recall, this is a dual element bulb. One element lights with the marker lights and the other with the parking or signal. If you look at the attached picture, you will see a red wire that jumps from the marker light. If the light comes on with the headlights, then that is good. Next, there is a dark blue with white tracer wire that connects to a yellow wire near the socket. What I need you to do is check if that wire has power when the turn signal is turned on. If it does, confirm the correct bulb is installed. If it is, replace the socket.
Note: If the light doesn't turn on with regardless and there is power to the socket, then suspect a bad ground. If you look at the schematic, you will see a black wire which runs behind the headlamp is the ground. Make sure it is clean and tight.
Just for good measure, I attached a picture of fuse allocation. Note there is one for the left and one for the right.
