1997 Ford Taurus electrical (?)

My wife recently purchased a used 97 taurus, and is having problems now, two months later. The windows only work sometimes while in drive, but always in park or neutral. The radio rarely works, and again, in the same gears. The steering wheel gets hard to turn seemingly randomly in the same gears. The turn signals have started acting oddly ( working most times, but clicking quickly and not lighting other times). There is no check engine light. I haven't seen it at all, actually, so it may have been tampered with. The seatbelt light also seems to be acting erratically, sometimes clicking on when the seatbelt is connected. I have a couple ideas, but would like a more experienced opinion

Have someone check the mlps sensor, commonly known as the neutral safety switch, what you describe is textbook failure of that part. You can replace it yourself. It is located on top of transmission, has linkage and a big electrical connector. May require some sort of alignment once installed, not a problem
