1998 Ford Explorer no start

Electrical problem
1998 Ford Explorer V6 Two Wheel Drive Automatic 167, 00 miles

starter acts like battery dead. Replcd battery but when key turned to start domelight goes dim like battery dead. Replcd battery no help but did notice headlights stay bright never go dim like dome light. Car clicks once but starter never engages. Car has factory alarm/theft but have not used due to remote bad. No wiring diagram for t/s. Could this be bad starter or what should I check/replace next. Thx

Using a test light, check for power at the small wire on the starter with the key in crank position, if it has it, bad starter, if not get back to me
