2001 Ford Crown Victoria

Remove all spark plugs out
remove air filter and check for water
remove air intake tube and check for water at and in the throttle body
remove fuel pump relay disable coil and ignition system
with spark plugs out crank engine few revolutions
and then wait on the starter to cool down and do it again
until no more water in the cylinders

To add to the above post, your engine is an interference engine. If it got enough water in the intake and sucked it into the engine, there is a possibility the engine is locked up.
