code P0432

I have a 1999 Intrepid 2.7 115000 miles.CE light is on with code P0432.I disconnected the battery but code is still there.Front and rear sensors are switching about the same and pretty fast.Do I need a scanner to clear this code?I checked for codes without starting the car after disconnecting the battery.Will the bad cat show up without starting?

P0432....Main Catalyst Efficiency Below Threshold (Bank 2)

O2's are they OEM parts? it takes a scan tool to clear code/s.
