I HAVE A 1999 CHRYSLER CIRRUS, THAT THE COOLING FAN DOES NOT COMR ON WHEN THE A/C IS OFF. THE COOLING FAN COMES ON ONLY WHEN THE A/C IS ON.

sounds like you need to locate and test cooling fan switch. try that not really sure of it's location but i think it is on the intake manifold probably 2 wire conn.'when u locate it unplug it w/key on jump it and se if fan comes on. good luck

First, with car off reach in and try to spin the motor.Have replaced tons of Chrysler electric fan motors.
