Toyota truck no start

1999 tacoma 4wheel drive 165,000 miles. Automatic trans. Starter drive broke, replaced starter. Now wont start. Also, cant seem to make alarm stop. Factory equipped. Test light to all fuses shows power. Test light to ign. Switch lights onsolid black wire[ground I assume] when key turned to start position. Crazy! Any thoughts are certainly appreciated.

You meant the engine doesn't want to crank, when you hit the key or it cranks and refuses to start or acts like it wants to.

Lets just start with the basics-the battery is it any good and is the connections clean and tight also at the starter side.

Do you have a voltmeter, the test light don't give us the amount of voltage, it only tells that it has power?
