89 Chevy Silverado C\K 1500 will not start?

I HAVE AN 89 CHEVY SILVERADO WITH A BRAND NEW REBUILT 350 MOTOR THAT WILL NOT START. IT SOUNDS LIKE IT WANTS TOO BUT WILL NOT. IT IS GETTING PLENTY OF GAS TO THE THROTTLE BODY AND PLENTY OF FIRE. SO I THOUGHT IT MIGHT BE OUT OF TIME WELL I DID THE WHOLE TOP DEAD CENTER THING WHEN ON TDC I LIFTED THE DISTRIBUTER CAP AND ROTOR BUG IS POINTING TOWARDS THE NUMBER ONE PISTON WERE IT IS SUPPOSED TO BE I THINK. PLEASE CORRECT ME IF IM WRONG IM 98% SURE ALL THE WIRING IS CORRECT
ALONG WITH THE VACCUME LINES. I DONT NOW WHAT ELSE TOO THE DISTR CAP IS NEW NEW ROTOR BUG ALMOST EVERYTHING IS NEW. PLEASE HELP'''''

If it sound like it wantsa to start the timing might be a little retarded. Turn the dist a little Counter clockwise and try it. If it sounds closer move it a little more until it runs and you can disconnect the ESC and set the timing properly
