1991 Chevy Camaro CAR WON'T START

The car when I bought they told me that it was the fuel pump wrong. We placed the new fuel pump and the car now acts like it want to stat but it wont. The gas pressure is 40 PSI upfront. The ECU was changed but wont start. Don't know what else to do? Please help

Check for injection pulses from the injector/s if okay -check for spark

Listen to the injector/s while engine being crank over-are they clicking?
