1991 Chevy Camaro car wont start

The car would turn over but will not start. I did the normal checks the battery is good, stater is good, I check the carbator and I dont see any gas shoting in the carbartor, on my fuel line to the carbartor theres a gauage on it (psi) which I dont know what that is. But when I try to start the car or have it on the on postion the meter stays at zero could that indicate that the fuel pump is not working

Do you hear the fuel pump come on when you turn key to run.

If its a fuel pressure calibration gauge and it reads zero-could mean the fuel pump is defective if not check fuel pump fuse and fuel pump relay.
