Absolutely. It needs to be set in the installed position. If all the marks line up then you are good to go for assembling the front cover.

I see now what I was doing wrong the tentioner had to be tightened way more than I had it. That sucker is tight now and all marks are good. I guess it's time to start it or see if it starts.

Yes, you need to hook up the spring on the tensioner and loosen the bolts and let the spring set the tension.

Okay, the spring is attached I put a cats paw behind the tentioner and put pressure on the tentioner while tightening the bolt down. It's got very little give at the top between the cam gears and the tention side of the belt. It's being kind of hard to start too and the exhaust side cam gear is a little before the mark where it should be. Could that make it hard to start? I noticed when I rotated the motor by hand and aligned the marks that way When I got the key it started right up. Could it be I need to loosen the belt back up and do the cam gears and all again? Crankshaft gear is dead on intake side is dead on but exhaust is a little off.

It is off one tooth. Need to reset it exactly. That is why it does not start easily.

No, if you turn the crank, the it will all be off.
Just turn the cam 1 tooth inside the belt.

I took the belt back off I couldn't turn the heat now I gotta start all over this is just about impossible to do without two people. If I had someone to hold the gears while I put the belt on it would be a lot easier to do. I tried to turn the heat without removing the belt but it wasn't happening. At least I know now how to do it but I gotta have some help. Thanks Roy.
