Should the blue and red wire have power to it when you turn the fan on AND when you turn the fan off? I think I have a bad blower motor but I am not sure because it has power to it as long as the key is on and i am hoping it is not the fan controls.

the blue/black and the blue/red wire go from the blower motor to the blower motor relays. when the key is turned one of these relays, known as the blower motor high relay, will energize and let power to the blower motor. so yes, it should have power to it. if it has power to it and it's not coming on though then the motor is bad.
