IF it starts with starting fluid, check fuel pump pressure when it is that cold. If it doesn't start, check spark. Make sure the spark is a hot blue snapping spark. If it is and the fuel pressure is good, check compression. It may be getting low. Steel contracts when it gets cold. Thus, if there is excessive wear in the cylinders, rings. The cold weather will lower the compression and the engine will be harder to start or not start at all.
