Replaced the intake gaskets, upper and lower. Everything is plugged in but now it won't start. Sounds like its hydro locking/backfiring but obviously to change the intake you don't touch any of the timing components

When you engage the starter, does it sound normal? Based on your description, it sounds like a timing issue. Also, have you checked to make sure it isn't dumping fuel due to a bad regulator or if the fuel pressure is within the manufacturer's specs at the rail?

Fuel pressure is within specs. Sounds normal when cranking. I don't know how it'd be a timing issue if I wasn't anywhere near the timing components. I've checked the wires multiple times and they're in the right order. I replaced the plugs today and it tried a little more to start but didn't.

You first mentioned that it sounds like it is hydro locking. That is why I questioned timing. And you're certain the plug wires are on in the correct order?
