Does not start after having sat for a year

Yes, that was the problem for my car. I just bypassed the switch works great!

I just got the truck drive belts replaced. The next day the truck was running fine. Then I could not start it.

I have a 1994 D21 PU, with 2.4, A/T. My problem began when I went to start the truck. Turned the key and had nothing, just the clicking of the relays, etc. Thought it was the battery and it checked-out fine (12.6 volts). Cleaned the connections, checked fuses (okay), it started fine. Drove it most of the day turning it on/off with no problems. Late the same day, it would not start and I was stranded. Went to jump start and would not start even with the added voltage, just the clicking. Thought I would change-out the battery terminals due to the positive terminal looking a bit thin and worn down. Replaced, and it started. Drove it for about fifteen minutes, parked it. Went to start it later seemed a little weak it barely started, then drove it and parked it knowing I still had a problem. Next day, would not start. Check the battery and it checked out, swapped battery with my car just the clicking. Cleaned the harness connectors (fusible link) at the battery thinking maybe there is something going on near the battery since I had been moving the harness around while trying to figure out the problem and still nothing, click, click, click. Hoping you may have an answer.

Relay checked out, accessed the starter, cross-jumped connections, got movement.
Climbed into the drivers seat, turned-the-key and it started, but hesitantly.
"Shut-it-off" then retired the key nothing.

Yes, I took my starter and had it rebuilt and so far everything seems fine. There was a problem with the starter motor brushes. They were worn down so were not always engaging the motor.

Will not start in cold weather below twenty degrees F, the warmer it is the easier it starts. Replaced starter with no difference, replaced battery, took starter relay inside and keep it warm, no difference.
Turn the key and does not even try to start, dash lights come on and headlights work and do not get dimmer when try to start. If you keep turning key if not to cold can hear solenoid on starter(?) Start to click and will start with out any straining. Starter will turn like a fully charge. If motor is warm will start easily no mater what outside temperature.
Manual transmission, four cylinder.

Why is the engine not starting? It cranks and turns over just fine, I checked and it has fire and gas. Vacuum hoses around carburetor looks good. All fuses checked (inside truck). I just do not understand why it will not start. It just turns over with nothing happening. Help!
