93 Accord wont start

I have changed everything tht has to do with the starting of my car everything so I was told to start checking connections.I found a broken wire I dnt know what it is I do know that it runs frm the negetive battery cable and connects to the wires that run under my distributor one wire is blue and orange and the other (the one broken) is blue and white they are connected by a green plug I was wondering if I can cut off the plugs and splice the wires together or if I NEED to replace the plug? Ive included a pic.

I can't see the surrounding area and do not understand what connector that is. Can you provide a picture of a bigger coverage of the surrounding?
