Replaced the starter ignition switch battery and battery leads. I drove it all day and as I was pulling up to a gas pump it shut off. It hasn't started since. All lights come on but when you go to crank it sounds like it is losing power or not getting enough juice even when jumper cables are connected to another vehicle. After about the third time the battery is empty and makes that fast-clicking sound until nothing. I've done an OBD2 reading, and it came back the Skim or Skreem module, but I'm not sure.

It sounds like you have a defective battery, or the alternator is not working, Lets remove the battery and charge it up and take it to an auto parts store where they can check it for you no charge. Here is a guide to help you charge the battery and once charged is replaced. let's check the alternator output by using this guide:

I do not believe it to be the battery because it is less than a month old and has been tested. Also, the car was doing the same thing when attached to jumper cables and another car. I have been told there is a bolt for the starter that was not replaced when the new starter went on. Could that have something to do with it?

The starter could be bad yes, but what are the codes the car came up with? Here is a guide to get the codes and how to test the trigger signal to the starter:

https://www.2carpros.com/articles/checking-a-service-engine-soon-or-check-engine-light-on-or-flashing

and have a helper hold the key to the start position to see if the trigger wire is getting power.
