Radiator cracked so I replaced it but with the same radiator just one inch shorter. Tried to start engine and it cranks but will not turn on. I checked oil and there was water inside.

If there is water in the oil you likely have a bad head gasket. The cracked radiator could have been the cause or a symptom, depending upon when it occurred.

Either way you will want to run a pressure test on the cooling system, then decide from there if you want to replace the head gasket. If it has been run like that for a while you may need more than just a head gasket because the chemicals in the coolant can damage the engines bearings, plus water is not a good lubricant. I would do the tests, then price the repair.
