1999 Volvo S80 No start

1999 Volvo S80 6 cyl Wheel Drive Type unknown Automatic 122000 miles

My volvo will not start. I have pulled the starter and bench tested it and it passed. I have also traced the wire back to the fuse box under the hood but I can not see what relay it connects to. What do I need to do from here Everything else in the car works. When I try to start the car I get a clicking noise. I have put my hand on the relays under the hood and they click while trying to start. I have good voltage at the battery. Need help.
