If you have spark and fuel, it should run. That tells me either timing is incorrect or there is no injector pulse triggering the fuel injectors. Will the engine start for a couple seconds if you use starting fluid?
Lets do some testing first. Let me know if it starts with starting fluid. If it does, I need you to do the following checks:
Fuel injector test:

If they are working, I need you to check engine compression:

These engines are known as interference engines. If the belt broke, there is a good chance valve damage was done to the cylinder head. That is why I am questioning compression.
I attached a picture of the timing belt and marks. Confirm it was installed correctly.
