Vehicle will not start up at all. It was my moms car in 1997, two years ago she parked it in the garage and never used it again. I took the registration and insurance off the vehicle so no one used it. It was parked for two years until we tried to turn it on and it never turned on. We brought it to the mechanic in a gas station and he gave us a crazy number to fix it. What might the issue be?

I can help with testing, but, you have to do the testing. Make sure battery has a full charge and battery connections/cables all good. If the battery is down we cannot do any testing. You can use a digital multi-meter across battery posts, everything off, the generic spec for a full charge is around 12.6 volts. I might drain the tank and use fresh gas. I would check all the fluids. I would remove spark plugs, use a couple drops of oil in each cylinder, Turn the crank by hand, make sure engine is not seized.
If the dash lights will not even come on, you need to check voltage and ground circuits, before we can do much? After that we can go on.
