Starting problem

I have a 97 camry with about 219,000 mile runs great never had any problems till now. Sometimes when I go to start it, it won't crank, click or anything, it is just dead. All the lights come on but it won't crank. Then I turn the key off and try again and it will start. It does not act this way all the time. But it is getting worse, it takes more attempts before it will crank. Could this be a bad starter cylinoid? Is there a module that controls the cylinoid that could be bad? Are there steps to debug what the problem is without just replacing all the parts. Is there a way to test the cylinoid to see if it is bad? Any ideas?

Use a test light to check for power (12 volts) at the small wire on the starter solenoid when key is in crank position. If you have power and no crank, replace starter, if not get back to me and we will go from there
