Engine runs sluggish it had no problem starting?

I need help on my 1994 camry. It had no problem starting but it runs very rough and sluggish like not enough fuel or not all cylinders are running. It runs very rough from 0 to 35 mph then it run okay between 35 mph to 60 mph. Everytime the car stops at the light and it run rough again.

I think this could be the fuel filter or fuel pump problem? Please help

When was the last time it seen a major tune-up?

Have the fuel pressure, idle air control valve and throttle position sensor tested.

To me it sounds like one of the cylinders is low on compression or you have a cylinder misfire. Here is a guide to help us find the problem.
