Hi,
If you suspect it could be a fuel issue, see if it starts for a couple of seconds and then stalls using starting fluid. If it does, then you will know it's fuel-related.
Also, check to see if there is spark to the spark plugs. Here is a link that shows how that is done:

If you find there is spark and it won't start with starting fluid, we need to recheck the timing. You mentioned the timing belt was replaced. It may not have been properly aligned.
If possible, record the engine cranking and upload it for me to hear. I may be able to tell if it is timing-related.
