Sounds exactly like a fuel pump, and I mad a very good living in the early 2000's replacing these fuel pumps! The official instructions on replacement has you removing the tank completely, but at the dealer this is how we do it. Disconnect the fuel line at the front of the fuel tank and filter area, Remove the 13mm bolt on the front tank strap, if the vehicle has more than 1/4 tank you'll need to place a drain container that will hold the amount of fuel that remains in the tank. Tilt the tank down while supporting it with a hydraulic or screw jack, disconnect the fuel line at the pump along with the electrical connector, unscrew the pump retaining ring with the special tool or carefully tap it loose counter-clockwise after spraying the top of the ring thoroughly with spray lubricant. After the ring is off, reach into the tank, grab a hold of the pump and rotate it counter clockwise to unlock it from the tank bottom and you've got it out, inspect the tank for dirt, rust debris, etc because these pumps are known to rust! If there is rust on the tank it will need to be cleaned and I usually do it by hand or remove the tank and slosh around some brake clean or equivalent in the tank to clean it out.
