Code P1399, starting issues?

I got a car that had been sitting for 9 years. Change the fuel pump, fuel pressure regulator, starter, distributor plugs, siphoned out old gas put in new. It is hard to start, takes a long time and then it throws up a p1399 code for misfire on any cylinder. Once it's running it's good but you let it sit for 3 hours you have to do the whole process over to get it running turn over and over the starter until it starts to catch again and then gas half way down and use the starter to keep it turning over until it starts and then it starts very rough and has to warm up to run right. I changed the distributor last night but couldn't get it started because I have the timing wrong but will go get top dead center on cylinder one tonight and check that the rotor is pointing to plug one.

I was going to say the distributors on these cars go bad here is how to install the distributor in the images below. Also make sure you have installed the correct spark plugs, here is how on the images below.

Gap .................... 1.0 - 1.1 mm (0.039 - 0.043 in)

Also did you change the air filter? Check out the images (below). Please let us know what happens.

The new distributor has the camshaft sensor and once I got the timing right it does help. It starts right up now. But it will still need a little work. Just timing and this and that but it is fully functional now. Thanks

Correction. It did start right up still with a misfire last night and this morning it's 33 degrees out and it just turns over no start.

Will it run with starting fluid? Also does the coil have spark?

Starting fluid does not help and it has spark. I'm thinking it's an input sensor putting it into limp mode.

Yes, that can cause the problem, or the exhaust is clogged which can cause problems with the MAP sensor.
