2002 Honda Accord Won't start intermentently

Some times after shutting the car off when I go back to start it it just cranks, but won't start. I usually move the shifter and try the ingintion a couple more times then it starts and runs fine. Trouble is intermentant and only at start up. Any suggestions where I should start. Has happened outside in cold weather and inside a heated garage.
