No, that is just to the solenoid. The issue is you have no power to that wire with the key in the start position.

Snap on makes a scanner that does obd 1 and obd 2. It has the Toyota connector you need as well. The only thing is, it will not read starter signal.

I got one picture. And it looks like they are both female connectors. That means there are two connectors that go in there from the upper intake you have off.
