1997 Saturn SL2 Won't Start

When the key is turned in the ignition the car does not start. There is no noise actually. The radio works, instruments work in the dash, light, power windows work.

Battery was tested and replaced, starter was tested and
replaced.

Still nothing. Could it be the starter relay? Where is the starter relay located?

The starter relay is on left side of dash and the park/neutral switch is on right rear of transaxle-check and test both
