When I program the radio stations they stay programmed as long as the car is on once I turn the car off the stations goes away when I turn the car back on the stations are no longer programmed and the radio is always turned off ( even though it was on when I turned the car off ). Help would be appreciated.

Check the fuse for the memory circuit. That is always tied in with some other circuit that is always live. Most commonly that is the interior lights circuit, but it could also be the horn, brake lights, or in some cars, the cigarette lighter. Toyota also hides a red 10-amp fuse on the back of the radio.
