Steering problem

I bought my car approx. a year ago. when turning left there is no problem, but when you try to turn right it is very hard. on occassion you can hear a whinning sound, but can not figure out where it is comming from. the power steering fluid is not draining fast. and so far have not found any fulids on the ground. we are unsure weather it is the pump. or the rack and pinion.
