1999 Pontiac Bonneville Wont start

Ok so I have a 1999 bonneville that I have been working on and haven't been able to solve my problem. The car doesn't start but it is getting spark and I replaced the fuel pump as well as the fuel filter and it still is giving me problems. The other weird thing is that the windows don't work. I checked all the relays as well as fuses and those are fine. When I turn the car on the fuel pump works for a little but feels sluggish like its not getting the power it needs. I figured it was the ground blocks so I cleaned 8 of them 3 under the hood, 3 in the car (kick plate both sides, and under passenger seat), and two in the trunk. After that it still didn't work. The other weird thing was that the electric car seat didn't work and then just out of the blue started working. I have checked almost everything I can think of. Battery has a full charge and engine does crank but there is no fuel pressure. I have replaced the pump twice and the filter. I also cleaned out all the connections. There are no leaks either. I am just lost. There was some water in the floor but I already dried everything out and it still doesn't work properly. I need help! Thanks

Welcome to the forum, I'd have to check for voltage at the fuel pump connector, engine cranking. Any applicable fuse, you need to use a testlite on the fuse circuit, if no voltage, the circuit is dead even if the fuse is ok. You can test for voltage at the fuel pump relay circuits. You might use led testlite instead of 12 volt lite.

Hey well there is power to the fuel pump cause it does turn on when the ignition switch is on but it seems to be sluggish like if there weren't enough power getting to it. I will check the connectors with a test light to make sure. Thanks

At fuel pump prime, key on engine off, is there fuel pressure, use a gage. After the initial prime, if no rpm signal, the relay won't energize, in my opinion. Can you check for codes? If no pressure at initial prime, I'd suspect the pump, I'd also need to check proper voltage and ground. I don't care if the pump is new.
