1999 Plymouth Voyager van wont start, has clicking relay

I have a good charge on the battery and clean terminals. When I try to start the van I lose all power and a relay in the junction block starts clicking. It is relay #13 but I have no diagram to tell which relay it is. After removing the relay and replacing the same relay back in, the power to the van returns. Further attempts to start result in the same manner.

Just because you battery has a good charge does not mean it is not bad. Even though your battery shows 12v and fully charged. What is bad with the battery are the Cranking Amps. Have you battery tested with a good battery tester. If need to, take it out and carry it to your local parts store they will usually test it for free.

As far as the relay goes. Are there any other relays that look like it and have the same numbers on it? If so try swapping the 2 and see what happens.
