why would there be water and rust coming out of the tail pipe?

It is caused by condensation. When the exhaust is hot and you turn the motor off, as it cools, it produces condensation inside. As a result, rust develops, and the pressure from the engine running pushes it out.

This is very normal unless you are having trouble keeping coolant in the engine. Let me know if you have other questions.
