1998 Oldsmobile Cutlass starting problems

I've had this car for about two years now and its given me nothing but trouble. It is a fuel injected car has a new fuel pump, starter, alternator, O2 sensor and it wont turn over unless I give it gas and rev the engine. Once started it runs great I cant figure out why it doesnt turn over though, do you know what may be causing this?
