OBDII Port has no power?

Do you know what fuse it is sharing, ie lighter, pwr windows, charger/power outlets, etc. Thanks and it will save me a bundle if I can fix this myself.

That would be the memory fuse in the junction box at the left side of the dash. However, I doubt it's a bad fuse as that fuse powers multiple other items as well as the ALDL connector. I suspect it's either the wire or the pin fitment in the connector. A quick way to test would be to take a simple test light and connect it to a good ground. Now just touch it to each of the contacts in the connector. Pin 16 in the last image should be full time power.

I would have to agree as I have tested every fuse inside and under the hood as well as checked every possible accessory and light from the power outlets to the radio and heaters as well as all of the items listed in Diagram #2. Everything in the car works just great but the pin-16 is dead on the connector. I tried checking the power at the backside of the connector and also got nothing. I fear it's a wiring issue at this point and I'm not sure I want to fork over $1,000 plus to have the dealer fix it. Any suggestions on how to trace this wire down from the backside of the connector to its power point without removing my dash and front console? I see it goes to "Joint Connector JM04", where is that physically located? Thanks for your help so far, it backed up my troubleshooting efforts thus far.

Well, I can say that if the rest of the items that fuse feeds are working, I'd be seriously tempted to simply run a bypass feed to it. Just get an inline fuse holder, put a 10 amp in it and connect it to the wire at pin 16 and the other end to a constant battery power feed. The pins only function is to power a scan tool or other diagnostic tool.

You must be reading my mind as I was just doing some online searches for Repair Manuals to see if I could find a convenient location to run my own power line to the ODB pin #16. Again, thanks for your help, those last set of diagrams we quite helpful. I have plenty of inline fuse holders and fuses so now I just got to get er done!

Great minds and all that. LOL This diagram shows the items that are fed through the same relay as the aldl. Be sure that pin 16 isn't blue wire, the wiring diagrams for Hyundai can get confusing because they tend to show connectors in a mirrored state. If you look at the first diagram, I added, you will see they show the power on pin 9 and a data line on pin 16. However, I have seen a few actual connectors wired in reverse as well! You can imagine what happens to a scan tool that expects a data feed but gets a full battery power instead!
Just make sure of yours (Or just chop the wire off and only use the section going to the connector.
