No start no crank security light on

I changed my fuel pump it went out and just changed it today. Brother said starter had a spark when he checked it. I guess we charged battery that's good but it does not turn over or start and the little red circle security light is on. When I try to start my brother said he heard a noise coming from one of the relays under the hood. What does the problem sound like? Please help.

Hi,

Does the starter engage and the engine not start? Or, does the starter do nothing?

I also need to confirm where your brother saw the spark. Was it at the starter itself? If so, it could have blown fuse 9 in the under the hood fuse box. See the attached pic. I circled the fuse I need you to check. Also, if the fuse is good, I need you to check for power to the brown wire (smaller one) on the starter itself. That wire will only have power when the key is in the start position, so you will need a helper.

Pic 2 shows the fuse location. In addition to just checking the fuse, confirm there is power to it and from it. Here is a link you may find helpful:
