Car will turn over but not start

95 neon. Changed fuel pump (2nd one in 6 months)and filter and cam position sensor. The car will turn over but not start. Same problem as I had before I changed those parts. Also when changed fuel pump 2 weeks ago went from 22 miles per gallon to 10. I can deal with the gas lose but not the car not starting. Can anyone help

If it cranks good but won't start, have a helper crank it while you visually check for spark at the plugs. If you have spark everywhere, use a gage and check fuel pressure. Some of the national brand autostores used to loan out a fuel pressure gage. Check for mil trouble codes, you can check those codes yourself. Don't replace anything without doing some testing.

There is spark, there is voltage going to fuel pump but I cant hear fuel pump start anymore. Could it be the wiring? Or what else could I check?

If you have spark at all the plugs, engine cranking, next step is to check fuel pressure with a gage. Also, check for any applicable mil codes, you can check those codes yourself. You turn key just till dash lites come on, no further. Cycle the key, on--off, on--off, on, then the mil starts flashing, you count the flashes to get the codes. Your looking for two digit codes.

At the fuel pump connector, check for voltage and ground, engine cranking. At the connector, green wire with white tracer is voltage, black wire is ground. If you have good voltage and ground at the pump and no pump action, I suspect the pump.

Code 12 means battery voltage has been lost at some point.
Code 55 is end of message.
Code 42 has to do with asd relay. I don't know how old these codes are, you may need to erase and see what comes back.

The wiring for asd relay and fuel pump relay is below.

That wire you checked is probably for the sending unit, fuel gage.

Use a fuel pressure gage. If that wire you were talking about doesn't have any voltage, the pump isn't going to run.
