No start, no power out of the ECM to the fuel pump

Van cranks but wont start. I replaced the fuel pump. When I plug in the OBD it says it cannot connect. Checked all fuses, got a new ECM but still wont read. I have power to the ECM but none out of the ECM to the fuel pump. Please help

Thanks for visiting 2CarPros. Where are you checking for power out of the ECM?

Can you pull the fuel pump relay and see if you have 12 volts on pin 4? I have attached the wiring diagram below. If you do not have 12 volts on Pin 4 then look on the the drivers side fender for a yellow wire with a fusible link that will need to be replaced.
