No fuel with spark?

I have a new distributor and components, new fuel relay; new spark plugs and wires. I’m on TDC I have fuel to TBI but no fuel in bowl I checked injectors, and they have pulse. I disconnected the HEI bypass and got fuel but if I continue it no fuel. Could it be the TBI fuel regulator the wires going to the injectors and the bypass what is up with that I’m thinking two different things.

Okay, I didn't know, please unplug the fuel injectors one at a time to see if the pulse comes back, you may have a shorted injector. Also, let's run the codes to see what comes up.

It’s not the injectors. There are two problems I believe there’s a short in the tan/black wire going to ECM because it doesn’t fire when it’s plug in verse unplugged when unplugged I get spark and fuel but no fuel to the regulator so in that I believe the regulator needs to be changed out. I disconnected the gas line to the TBI, and I get fuel when tan and black are unplugged The tan and black is “hei bypass”.
