We go by common sense, but that is after plenty of experience. I applaud you for wanting to follow torque specs. The spec is 32 foot pounds, but that seems awfully high for such a small bolt. What you might consider is tightening the bolt with one hand on a 3/8" ratchet, then tapping the bolt head a couple of times to help the ridges to bite into the copper washers, then tighten the bolt a little more. Tapping the bolt head gets the sealing job done without putting so much stress on the bolt.
