1996 Mercury Villager Still won't start

I changed the spark plugs, because my van wouldn't start. It started and ran for about 60-70 miles. It barely started, and I made it home thankfuly. It wouldn't stat again, so we changed the fuel pump)not easy)thinking that was the problem. It wasn't and the car still won't start, it acts like it wants to though.I have noticed a noise, like a motor running coming from the transmission pan. What could be the problem?

Car still won't start

When it does this don't wait do below immediately to determine if its fuel or spark problem

Get a helper disconnect a sparkplug wire or 2 and ground it to the engine -have helper crank engine over-do you have a snapping blue spark? If so-you have a fuel related problem, check the fuel pressure to rule out the fuel filter/fuel pump/pressure regulator and listen to the injector/s are they pulsing or hook up a noid light. No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs, distributor pick-up coil, ignition control module, cam and crank sensors- Note: If it doesn't apply disregard it
